West Rail

The Government announced in December 1996 that the West Rail alignment proposed by KCRC should be adopted and that planning for West Rail should proceed in two phases:
Phase I: A domestic passenger line running from Yen Chow Street to Tuen Mun Centre.
Phase II: Cross-boundary passenger and freight services from West Kowloon to Lok Ma Chau, and through Lo Wu, to be implemented at a later date.
West Rail Phase I
West Rail Phase I is a domestic passenger line linking West Kowloon with Tuen Mun with seven intermediate stations (at Mei Foo, Tsuen Wan West, Kam Tin, Yuen Long, Long Ping, Tin Shui Wai, and Tuen Mun North). West Rail Phase I will improve transport for residents in the North West New Territories by providing a swift and convenient rail link with urban Kowloon. Likewise, it will provide easy access for urban residents to the rapidly growing North West New Territories. West Rail will be a swift and comfortable system compared with other modes of transport. It will reduce present journey times to 30 minutes for a trip between Tuen Mun and urban Kowloon, with direct interchange connections to the Mass Transit Railway (MTR) system serving Kowloon and Hong Kong.
Using high-capacity train cars and a frequent, reliable service, West Rail Phase I is planned to serve 340,000 passengers a day when it opens in 2003, rising to more than 500,000 passengers a day by year 2011. Kowloon-Canton Railway Corporation has commenced construction of the 30.3 km railway after the Executive Council authorised the West Rail scheme in September 1998. It is targeted for completion by the end of 2003.

Environmental Impact of West Rail
West Rail is an environmentally friendly project that will protect and improve Hong Kong's environment. Aworld-first combination of engineering measures will be adopted to make West Rail one of the quietest railways in the world. KCRC has sought to address environmental concerns from initial planning. All construction and operation activities for the West Rail system will comply with relevant environmental requirements.
As an electrified railway, West Rail Phase I will help reduce air pollution caused by vehicle exhaust emissions, one of Hong Kong's most serious environmental
problems, by eliminating the need for the equivalent of 2,500 bus trips per day. A regenerative braking system will enable a significant amount of the power required to drive the trains to be recovered and fed back into the power transmission system, thus keeping energy demands to a minimum.
KCRC conducted a comprehensive Environmental Impact Assessment (EIA) to identify potential environmental impacts arising from the construction and operation of West Rail and to develop mitigation measures for those impacts.
Environmental protection during construction
West Rail contractors are required to provide an Environmental Management Plan which sets out their approach to dealing with potential environmental impacts resulting from construction activities. Construction works will not commence unless and until KCRC is satisfied that all environmental impacts have been clearly identified and that proposed mitigation measures will contain such impacts within all statutory and contractual requirements.
Environmental protection during operations
Noise:
West Rail will adopt a world-first combination of engineering measures to minimise noise from train operations, including:
A multi-plenum noise attenuation system comprising three major components:
- undercar sound absorbing materials
- sound absorbing body panels on both sides of the train to trap the noise
- 1.2 m to 4.2 m high noise barriers along viaducts
noise enclosures at points and crossings
"floating" track slabs supported by rubber pads
vibration absorbing rail fasteners.
Ecology:
The provision of 12 hectares of wetlands to replace habitats assimilated by West Rail Phase I
Long-term management for the re-created wetlands
Visual Impact:
The entire railway will be extensively landscaped
West Rail EIA (Environmental Impact Assessment) studies
The EIA on West Rail Phase I, which was completed in January 1998, concluded that with suitable mitigation measures, all environmental impacts associated with the construction and operation of West Rail Phase I can be reduced to within the very stringent Environmental Protection Department regulations or relevant statutory
requirements. Members of relevant parties and concerned groups being briefed on the EIA on West Rail.
KCRC has conducted an extensive consultation in early 1998 on the findings of the EIA. Members of the Municipal Councils, relevant District Boards, Rural Committees and concerned groups were briefed on the details of the findings and recommendations. The final report of the EIA on West Rail was endorsed by the Advisory Council on the Environment in March 1998. Comments received during consultation will be fully considered throughout the design and construction stages of West Rail.
KCRC has pledged that the best possible endeavours will be exerted to make West Rail an environmentally friendly railway. KCRC will implement all mitigation measures and rigorously enforce the environmental monitoring and audit programme recommended in the EIA study to ensure compliance by contractors.
Passenger-friendly design
KCRC's vision is to design and build West Rail to world-class standards of safety, reliability, convenience and customer service, with detailed attention being paid to the needs of the disabled. The railway will be passenger-friendly and offer value for money.
Safety is of paramount importance. Throughout the design process, a systematic approach to safety has been applied to ensure that West Rail will be designed, built and operated to the highest safety standards. For example, station boarding areas will be straight so that the gap between the platform and the train is minimised, thus reducing the potential for accidents.
West Rail Phase I will initially operate seven-car trains at a frequency of 20 trains per hour per direction at peak hours. As demand increases, the train length and frequency will be gradually increased. West Rail will be equipped with an advanced train operation and signalling system to ensure safety and reliability for the large number of passengers and high train frequency levels required.
Special attention has been paid to station layouts, platform and concourse spacing, and the ticketing system. All station concourses and platforms will be bright and spacious to create a pleasing environment. Station layouts will ensure that a large number of passengers will be able to enter the system, find their way to the right platform and train, and exit the system conveniently, quickly and efficiently.
Passengers with special needs
A full range of facilities will be provided for passengers with special needs. Tactile routes, tactile materials, Braille facilities, audible signals and colour contrasting signage will be provided for the visually impaired. A hearing aid system will be installed at ticket offices to help passengers with hearing impairment communicate with our staff. For the elderly and mobility impaired, there will be sufficient lifts to provide easy access, and space for wheelchairs.
